Phillip Island Community Energy Storage System

Development of a registered and fully scheduled Battery Energy Storage System (BESS) of 5MW/10MWh to provide network support services for Phillip Island.

Approach:

On behalf of Mondo Power Pty Ltd, TEC-C is responsible for the full spectrum of project development including: Development Application (DA) and Grid Connection approvals, Engineering, Procurement and Construction (EPC) of the registered 5MW/10MWh lithium-ion Battery Energy Storage System (BESS), and connection to 22kV distribution network as a fully scheduled generator, in addition to the integration of an Artificial Intelligence (AI) automatic bidding platform.

 

Built at Phillip Island, the development will deliver network support services to provide increased energy self-reliance to the island.

 

It is unusual for an EPC service provider to take on development responsibilities for a project; however, TEC-C’s previous experience with development projects enabled a complete turnkey solution, based on in-depth knowledge and a uniquely integrated skill set. This is especially the case with taking responsibility for the Grid Connection component, with TEC-C overseeing the network modelling including obtaining the Generator Performance Standards (GPS) Letter of Acceptance from the DNSP and the 5.3.4A letter from AEMO, all the way to Testing and Commissioning of the system.

 

TEC-C is working closely with the Bass Coast Shire Council, the local community and stakeholders, including Totally Renewable Phillip Island, Energy Innovation Co-operative and Country Fire Authority, throughout the project to ensure it meets all requirements, aligning project development responsibilities with integrated EPC delivery of the project on time.

 

This single point of responsibility gives the client confidence that TEC-C is accountable for meeting key milestones. Intimately familiar with the technical components, TEC-C will accelerate turnaround times, minimising the lost time for both the DA and grid connection approvals.

  • Preparation and submission, including the complete Environmental Impact Statement (EIS) for the Development Application (DA) process – to receive approval from the Department of Environment, Land, Water and Planning (DELWP) and local government (Bass Coast Shire Council).
  • The grid connection process with AEMO and AusNet Services, including all network modelling studies obtaining required approvals, including 5.3.4A letter and GPS letter of acceptance as a registered and fully scheduled generator.
  • Generation licence approval process with Essential Services Commission of Victoria.
